31 of 51 jurisdictions (50 states plus DC) allow roasted coffee to be made in a home kitchen under cottage food rules, often with conditions. 2 require a commercial kitchen. Here's why, and where each state lands.
Roasting drives most of the moisture out of coffee beans and produces a dry, shelf-stable product. Most states that address coffee allow it, though a few, such as New York, specifically prohibit roasting and grinding coffee at home.
